Fire Advisory Board

August 10, 2011

The Essex County Regional Emergency Communications Center Advisory Board held a public meeting on August 10, 2011 at Topsfield Fire Department, 27 High Street, Topsfield MA.

Board Members Present:
Chief Ronald Giovannacci – Topsfield Fire
Chief Jonathan Brickett – Amesbury Fire
Chief Frank Twiss – Middleton Fire
Chief Daniel Doucette – Essex Fire
Chief Robert Blanchard – Wenham Fire

The Fire Advisory Board meeting began at 8:38AM.

The meeting agenda was taken out-of-order to accommodate a conference call scheduled for 8:30AM with Patrick Savage of Kimball Associates.  Also on the call was Rich Shallon, who is the Massachusetts representative for Kimball.

The call began with an overview of the survey forms that will be distributed to the chiefs in regards to the current capabilities and needs of the communities.

There was a discussion regarding Firehouse Software (all 6 participating communities currently utilize Firehouse Software) and any new products and a Records Management System for the RECC will have a Firehouse interface.  It was noted that most vendors have RMS with a Firehouse interface.

The surveys will be sent to the chiefs and Kimball will be scheduling visits during the week of August 22nd, and Kimball requests the surveys be complete prior to the site visits.

Chief Twiss will contact Patrick Savage with the emails of the Fire Advisory Board members.

The conference call ended at 9:05AM, and Chief Doucette had to leave the meeting.


MOTION:  Chief Giovannacci moved to accept the minutes of May 11, 2011 and June 8, 2011 as written.  Chief Brickett seconded the motion, motion carried unanimously.


The position of RECC Director has been posted and resumes are being delivered.


Bids for the construction of the RECC are in and being reviewed by DCAM.  Communities will be working on their surveys for Kimball Associates.

Chief Giovannacci reported that the construction of the RECC is still on schedule for a Fall 2011 groundbreaking. 


The next meeting of the Fire Advisory Board will be held at Angelica’s Restaurant on September 14, 2011 at 8:30AM.


 MOTION:  There being no further business, Chief Brickett moved to adjourn the meeting at 9:28AM.  Chief Blanchard seconded the motion.  Motion carried unanimously.
