Fire Advisory Board



April 13, 2011


The Essex County Regional Emergency Communications Center Fire Advisory Board held a public meeting on April 13, 2011 at Angelica’s Restaurant, 48 South Main Street, Middleton, MA 01949 at 8:30AM.

Chief Ronald Giovannacci – Topsfield Fire

Chief Jonathan Brickett – Amesbury Fire

Chief Frank Twiss – Middleton Fire

Chief Paul Cotter – Beverly Fire

Chief Daniel Doucette – Essex Fire

Chief Robert Blanchard – Wenham Fire


The Fire Advisory Board meeting was called to order at 8:40AM.




MOTION:  Chief Brickett moved to approve the meeting minutes of March 25, 2011 as written.  Chief Blanchard seconded the motion.  Motion carried unanimously.




No old business to report or discuss.




Chief Giovannacci spoke with Topsfield Fire Lieutenant Donald Wood, who is the webmaster for the RECC website – www.ecrecc.com.  The website was developed 3 years ago, and will now be updated with the ability to post meeting minutes, agendas, and other information relative to the development and operation of the RECC.


Chief Giovannacci reported that there is a lot of work ahead for the Board, and there will be a time commitment to ensure that we complete our tasks in time for the opening of the RECC. Chief Giovannacci referenced an article from the April 2011 edition of APCO magazine, which highlighted a regionalization report of consolidation of PSAP’s across the country.  A report on a recent consolidation (2009) in Minnesota was copied and distributed to the Board, to be used as helpful information as the Board organizes and moves forward.





The construction bids are not back yet, but are expected in the near future.  Chief Giovannacci conducted a brief discussion concerning the project. He reminded the Board that the control of the equipment and the operation of the RECC is the responsibility of the governing boards, while the construction project is under the control of DCAM.  Kimball Associates will be reaching out to our departments and will outline the plans for the receipt of alarms and the use of radio boxes or traditional hardwire box signals.  Also, Kimball will work on CAD and the integration of Firehouse software (which is utilized currently by the 6 communities).


Chief Giovannacci advised the Board that Mr. Tom Dubas would not be available until approximately the beginning of May 2011. 


Chief Giovannacci presented to the Board a copy of the policies and procedures of the Arlington, TX police and fire dispatch center.  The documents will be reviewed by the Board in regards to CALEA (Commission on Accreditation of Law Enforcement) accreditation standards for the Essex County RECC.  Chief Brickett will also provide state accreditation documents from the Town of Amesbury to assist the Board with the process.




Chief Giovannacci will be attending the Financial Advisory Board meeting on Friday, April 13, 2011 and will report back to the Board.


 Chief Blanchard questioned the timeframe for the hiring of a director for the RECC, and Chief Giovannacci will have any information at the next monthly meeting.


The Essex County RECC now has an updated website: www.ecrecc.com, which will have all the notices, minutes, and other information relative to the RECC.


All chiefs were asked to review the Minnesota document and bring any ideas/ comments to the next meeting.


Chief Twiss requested that any additional agenda items for the monthly meetings be submitted to him 7 days prior to the meeting.


The next meeting of the Fire Advisory Board will be held at Angelica’s Restaurant on May 11, 2011 at 8:30AM.




MOTION:  There being no further business, Chief Brickett moved to adjourn the meeting at 9:17AM.  Chief Doucette seconded the motion.  Motion carried unanimously.
